Can not change MIDI output device

If there are multiple USB MIDI output devices connected, pressing the MIDI OUT button on a MIDI track shows the message, "Cannot show instrument selection dialog for USB MIDI track". I expect to be offered the option to select the MIDI output device. I think this worked okay in an earlier version.
