It is not by design, but it will take some time for audio to leave the device. Have you tried the 'MIDI clock correction' option in the USB MIDI settings?

I tried the MIDI correction, but the only way I could implement that would be by using a negative integer.  

In the end, forcing OpenSLES seems to fix the issue, albeit with the occasional glitch when it triggers the first step.
